Chukwa is now a Hadoop sub project. The Chukwa code in the 0.20 branch is more
than 3 months old and hasn't received many critical bug fixes. One problem
we're running into is that one or more Chukwa unit tests frequently fail on
0.20 branch. This makes builds and releases of the branch more difficult.
I propose we disable the Chukwa unit tests on 0.20 branch before we release
Hadoop 0.20.0.
