The attached patch adds both {{org.apache.hadoop.mapred.lib.BinaryPartitioner}}
and {{org.apache.hadoop.mapreduce.lib.partition.BinaryPartitioner}}, which both
take into account the following configuration properties:
* {{mapred.binary.partitioner.left.offset}}: left offset in the keys' byte
arrays (0 by default)
* {{mapred.binary.partitioner.right.offset}}: right offset in the keys' byte
array (0 by default)
