Attaching the patch with fix.
Tested the patch with ExpireLaunchingTasks thread marking the task FAILED, and
TT reporting COMMIT_PENDING, FAILED_UNCLEAN, KILLED_UNCLEAN, FAILED, KILLED and
SUCCEEDED states for the task.
