Since HADOOP-4920 we no longer checkin our built documentation. This means
there is no longer a place to put releasenotes.html since HowToRelease wiki
dictated that releasenotes.html be checked in to docs directory as part of the
release process.
I'll create a build.xml patch that assumes release notes are in
src/docs/releasenotes.html and copies them to build/docs/releasenotes.html
