Attaching new patch.
* Removed configuration variable from the configuration variable.
* Modified binary to accept a new argument which is sleep time before it issues
SIGKILL.
* The argument has to be passed via {{LinuxTaskController}} in HADOOP-4490.
Made modification in the same in appropriate JIRA. When we go for job specific
kill time, we can make the appropriate modification in the java implementation,
so there by following the implementation which default task controller would
provide.
