We were chatting a bit about this at staff today.  One of the topics that came 
up was what should happen if the TaskTracker is found to be in a bad state.  
The general agreement was that it should be blacklisted with the option of 
coming back to life.   This helps prevents transient problems from becoming 
permanent problems.
