I forgot to mention one point earlier. TTs that didn't get a chance to run 
virgin tasks of a job earlier (maybe because the #tasks were fewer than the 
number of nodes in the cluster) should be able to run speculative tasks of the 
same job (if any). In the current patch it seems like this won't happen.
