HADOOP-3694 discusses the fact that 0.0.0.0 is slower to reverse than 127.0.0.1
on a lot of systems. The replacing of 0.0.0.0 with 127.0.0.1 was only partially
completed in that ticket. This ticket is to track continued work on that front.
