Safemode documentation
[Safemode|http://hadoop.apache.org/core/docs/current/hdfs_user_guide.html#Safemode]
contains a broken link to a JavaDoc method {{setSafeMode()}}, which used to
point to a definition of the safemode.
We should either correct the link or include the definition directly into the
documentation.
