Resolution: Duplicate
This issue and the patch will no longer apply to the current version of the
capacity scheduler because there have been serious changes - like removal of
pre-emption etc. I have filed HADOOP-5930 to start afresh, so that it will be
easier to track. Closing this bug as a duplicate.
