@hemanth The problem is that if there is something wrong that prevents the 
health checker from communicating to TT, health checker would quit voluntarily 
without TT's knowledge. So the value of this health checker service could be 
discounted. But on a second thought, I think maybe we should stop worrying 
about that for now and defer more complex logic to a later time.
