Looking through the history, the implementation doesn't seem to have
changed since 2004. It does appear that the original implementation had
a small startup impact and that this was addressed by 5026930 leading to
the current implementation. Clearly it needs to be re-examined now. I
couldn't find any existing bugs but as it was added for M&M usage, then
it's possible that it's not widely used and so the performance issue
just hasn't been noticed.
