We will promote it as we did before with similar changes together with
Hotspot changes.

So this seem to be becoming a new process for avoiding flag days - which is not a bad thing. But previously this was only a special exception for jsr-292 and now we seem to be generalizing it without there being any proper discussion to ensure all the right pieces are place to do this and so that everyone knows what is being done.
