Your previous mail mentioned 9005822, this seems to be an incident
submitted to Java Web Start rather than java.util.logging.
I couldn't a specific bug on the topic so I've created a new one:
8029834: LogManager's shutdown hook resets handlers before application
shutdown hooks have completed
There are a few other issues with how this cleaner work so it looks like
a number of issues could be looked at together.
