JAXP sources came from Apache that still supports JDK 1.4. A very large amount of code therefore are obsolete with regards to the source level. But it's not currently a high priority. We can clean them up (along with many improvement) when we touch those classes for bug fixes or update relevant component.

I assume Otávio is looking to contribute the changes to OpenJDK rather than the defunct JAXP project. But perhaps your concern is changing the Xerces and Xalan code so that it diverges from the upstream sources? I assume there isn't any issue with switching the JAXP API and other non-Apache code to use StringBuilder.
