This is another cleanup proposal.
This change has already been reviewed once [1], though I had to withdraw
it, as it turned out jdk9 was still tested on older machines at that time.
A few other changes that require Windows Vista or newer were integrated
since then, so this change shouldn't now break anything.

The fix was built and successfully tested with existing regtests on all
available platforms.
