JDK 9 RFR of JDK-8080901: Replace package.html files with package-info.java in the java.base module

Hello,

Please review these changes to replace old-style package.html files with 
package-info.java files in the base module:

    JDK-8080901: Replace package.html files with package-info.java in 
the java.base module
    http://cr.openjdk.java.net/~darcy/8080901.0/

(The package.html file for src/java.base/share/classes/sun/reflect is 
just removed rather than replaced since it contains "new" porting 
information that was current as of 2001.)
