I will let Martin and other j.u.concurrent hackers comment whether or
not the test in question should be updated out-of-band from the syncs of
JSR 166alpha into the JDK. However, I do think putting this test in tier
2 rather than tier 1 is appropriate until the intermittent problem is
tracked down.
