JDK 9 RFR of JDK-8170875: Problem list LocaleTest.java until JDK-8170840 is fixed

Hello,

After the fix for JDK-8071929, the test
java/util/Locale/LocaleTest.java

has been failing across platforms. Until JDK-8170840 is fixed, the test 
should be problem listed.
