The issue here is that j.u.l.Level and j.u.l.Logging
statically initialize a variable used to provide
internal access to ResourceBundle at class loading.
This looks okay to me, I think the real issue underlying this bug is a
custom system class loader that is doing logging in its initialization.
Anyone doing a custom system class loader needs to keep their
initialization to an absolute minimum to avoid recursive initialization
issues.
