on Windows platform. It appears it is being used for Windows7's
Traditional, Hong Kong
S.A.R. locale, as reported.
Hopefully the configured list for each platform is right now. In any
case, the changes in this webrev look okay as the increase in size of
java.base on Windows shouldn't be a big deal.
