Is the context here additional EBCDIC code pages? I don't think they are interesting to too many applications and as you've found, there has always been a service provider interface add support for additional charsets. Additional CharsetProvider implementation can be deployed on either the class path or module path. Yes, it's a bit more work to develop a standalone CharsetProvider but there isn't anything special about the sun.nio.cs infrastructure except that it makes it easier when adding additional charsets in the JDK.
