They are from the reference files, but it's interesting to note the ranges in Blocks.txt (that Character.java follows) for Tangut Supplement (18D00..18D8F) and CJK Unified Ideographs Extension G (30000..3134F) are slightly different from those in the online pdf files (http://www.unicode.org/charts/PDF/Unicode-13.0/), where Tangut Supplement showed "Range: 18D00–18D08" and CJK Unified Ideographs Extension G "Range: 30000–3134A".

IIUC, the chart in the PDF are the ranges of newly added characters in 13.0, so the range should be within the corresponding block, but not necessarily equal to the block range itself.

This updates java.lang.Character class to support Unicode Character Database 13.0, as well as incorporating ICU4J version 67.1, which corresponds to Unicode 13.0, for upgrading java.text.BiDi/Normalizer support. Grapheme support in java.util.regex package is also upgraded to 13.0 level.
