Previously, `ImageBufferCache` contains a ThreadLocal field which holds strong reference to `ImageBufferCache$BufferReference.class`. When loaded from `jrt-fs.jar`, this will keep `JrtFileSystemProvider$JrtFsLoader` in memory forever and never being GCed.
