JEP draft: Use UTF-8 as default Charset

Hello,

We are planning to implement the following JEP draft:
https://openjdk.java.net/jeps/8187041

This is a long-standing issue that has been causing cross-platform 
default encoding problems. Now that UTF-8 has increasingly become the 
de-facto character set out there, we believe it is high time to make 
UTF-8 as the default charset in the JDK. More detailed description can 
be found in the above JEP draft, so please take a look at it, and let us 
know your thoughts.
