Thanks, no problem, this is not urgent. 

I think tiered testing is by definition tests things broadly, beyond the scope 
of feature-centric test groups. I think not breaking JDK management APIs and 
JFR (that I believe includes JDK events too) would is the useful check for a 
high jdk:tier3.
