PEP is still not done, but I have at least fleshed out the parts required to migrate the code-only and web-related repositories: https://github.com/brettcannon/github-transition-pep/blob/master/pep-NNNN.rst . If you find typos and such in the PEP, feel free to send a pull request (thanks to Zachary for already doing this!).
Once the PEP no longer has XXX markers I will post the text to this mailing list (aiming for this week, or at worst sometime next weekend).
