I'm +1 to this approach.  The key thing for me is that we can't go
back and do this later, so it's better to play it safe and do the
rewrite to bpo-##### as described.  I can *imagine* scenarios where we
would wish we had re-written the commit messages, but at the point
where we will be confident it's a good idea it will already be too
later.
