No, AAC is simply MPEG-4 audio.

(And trademarks wouldn't have anything to do with implementability. Patents 
would -- that's why Apple doesn't ship an MP3 encoder with a public API, and 
that's why LAME has to use weasel words like being "sample code" and not for 
use as a real encoder.)
