I had the similar task and have ended by developing of the own HAL plugin, 
invisible to the system, but which could be set (through hooking) as the 
default playback device for my app.

This may be far-fetched but is there a way to know which audio bus is being 
used by the webview and use the avaudioengine “installtap” to perform the 
recording?

My goal is to capture the audio, keeping everything internal to the application 
and avoid is using a 3rd party application like soundflower.
