Yes it's that.
It seems the webserver presents your blog pages as Latin-1.
You might want to add the following line to the very top of your blog_header DTML file:
<dtml-call "REQUEST.RESPONSE.setHeader('Content-Type', 'text/html; charset=utf-8')">
and if that doesn't help, add the following to the <head> section of the blog_header:
<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />
