Bottom line is a tool would be great. Any Intel VGA pre- i845 there is no way to build a new good working VGA Bios (vbios as Intel calls it) unless you are God and posses Intel's "Bios Modification Utility". Trust me I have tried many times and many ways to get it. So, you basically are stuck with the binary blob you extract from your old bios, which half the time only works to it's bare minimum.
