[coreboot] nvidia/tegra build tool

The new nvidia/tegra124 support requires a build tool from NVIDIA called 
cbootimage (https://github.com/NVIDIA/cbootimage). I'm not sure of the 
best way to add support into coreboot so I'd like to get some feedback.

Would it make sense to just add it into the util directory and build as 
needed?
