It's generally assumed that the device running ChromeOS/ChromiumOS is not very powerful, e.g. a low/mid-range laptop, and building a modern OS and web browser from source is a pretty huge task even for powerful desktop and workstation systems. The large memory recommendation is just for the linking step when building the Chromium web browser. ChromiumOS is based on Gentoo which might be better suited for your use case.
