You didn't mention on which board you are trying to boot Windows 10.
I've heard that Windows may get stuck while booting if ACPI
implementation at coreboot for your particular board is imperfect
enough. Maybe Windows became more demanding after this update. It
could help if you'd also test 1709, if it works then also test 1803
and if it doesn't work then also test 1703 - and after that check the
Microsoft changelogs of what has been done between the "working" and
"not working" updates.
