No, the latest version 1.12.3 of Automake only requires Autoconf 2.62
in order to work (OTOH, the next major version will start requiring
2.65 or later).  Autoconf 2.69 (not 2.68!) is only required to
*bootstrap* Automake from the git repository, but tou don't need to
do that unless you want to develop automake (or experiment with the
development version for you own reasons -- hopefully not for use in
production code).

Yes, a very annoying glitch in the build system for 1.11.x; it has
already been fixed in Automake 1.12 (where it was easily caught by
the presence of a new 'installcheck' target).  Sorry about that.
