I think the high level problem is I'm using cygwin and the various options that 
have been proposed to do this (e.g. trickle, rsync) don't currently exist in 
the standard cygwin distribution.
 
Looking at the GNU rejected feature archive, I suspect I'm not going to have 
much joy from the GNU community so I might have to lobby the cygwin community 
to add something like trickle.
