Add support for the "extproc" option which is well described at:

The patch LGTM per se, but I wonder how to test it: although it has
made its way into the Linux kernel, the option doesn't seem to have
any effect in a regular xterm, does it?
Not that I can see.
The existing tests, check the kernel accepts and registers the option at least,
which is all we can really do.
thanks for the review.
Currently the only thing that will visibly show any difference is a
patched telnetd. If you use the telnet patch here
https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=585527#20 and then run
the telnet client with option debugging enabled, you'll see the effect
of turning extproc on and off.
(And you'll only see the difference if you're using a dumb shell with no
fancy input editing. Using bash, you'd need it linked against a patched
libreadline to see any difference / get any benefit.
