No, it's not a coreutils bug.  Usually, it's either a case of true
concurrent modification (someone else really is modifying or replacing
the file while you are attempting to copy it), or a buggy file system
(one that doesn't report a stable inode); and coreutils is just pointing
out to you that your copy may be incomplete as a result of the
concurrent changes going on in your system.
