I think you're saying that df honors the reserved space,
and reports the space available to the current user.
This would be file system specific though.
Also there are many other considerations that
may impact the amount of free space available
(quotas, compression, ...).
I'm not sure it's appropriate to mention a single consideration,
that may not be true for all file systems.
