The set of encodings not supported by 'mcel' (Johab, Shift_JIS, etc.) are completely irrelevant (as locale encodings). They were already irrelevant 20 years ago; by now they are completely and utterly irrelevant. Nowadays probably one can move EUC-KR, EUC-JP, EUC-TW, BIG5-HKSCS to the same camp. And GB18030 as well, unless one is working for a company which needs to fill a checkmark in a feature list for a sales deal with China.
