Nice initiative, we will be happy to support such a survey (we conduct an internal one from time to time but it is good to share this will all colleagues)
Most of the authors publishing at LREC are asked to fill in the LREMap form that document the resources produced/used in the paper , many of the authors do this
you can see the work done up to LREC 2018 (and many other conferences) here: https://lremap.elra.info/
We have the SQL databases for 2020 and 2022 and looking for a web developer to incorporate these in the current public version, we are happy to share the two databases with you if useful for your work;
and by the way the events using START (from SOFTCONF) can ask for the LREMAP feature in the submission process so they can collect similar info.

NLP community usually quantifies the 'resourcefulness' of a language based on the datasets (annotated/unannotated) available in public repositories. However, our recent analysis on the LREC 2022 papers revealed that most of the datasets have not been published in these public repositories.
