CLIENT: NYDOH

Job description: The current system is Microsoft .Net based with a SQL
Server database for the data layer.  At the end of the 18 months it is
expected it will be .Net based with an Oracle database for the data
layer.  In addition, for the duration of the contract, the current
system will require ongoing maintenance, support and enhancements.
Specifically the tasks required include:
       Conversion of the backend database from SQL server to Oracle.
       Development of all software development and system documentation
artifacts.
       Facilitation of an efficient, orderly and controlled transition to a
successor consultant.  This is essential to minimize any disruption of
services to users of NYPORTS.
       Repair of inherent operational issues to minimize the risk of
recurring problems.  This includes analysis of recurring problems and
data quality reviews and remediation.  Specific tasks may include
program recoding, development of automated data checks, and database
restructuring.
       Conduct ongoing enhancements of NYPORTS to meet changing business
requirements. This may include software upgrades, system integration
and technology evolution.
       Focus on the continuous improvement of the applications to promote
optimal workflow, stability, and a high level of user satisfaction.
       Maintain a fully operational development and functional test
environment for the enhancement, repair, and evaluation of
applications.
       Assist DOH system administrators with tasks associated with day-to-
day system administration such as database backup/recovery, code table
management, security maintenance, and user account management.
       Respond to help desk calls, trouble-tickets, and system
administration requests for modifications to the application for
issues or defects that prevent the application from accurately
processing data, produce incorrect results or inhibit proper workflow.
       Develop and maintain all software and system components required by
the NYPORTS Project, including tasks related to application and data
analysis, data access, data structures, data manipulation, production
infrastructure implementation, administration, and maintenance, design
and development of any ETL processes, testing, debugging,
implementation, and documentation of the NYPORTS System.
       Following all NYSDOH security and technical policies and
standards.
       Meetings or conference calls with appropriate staff to develop plans
for enhancements, fixes, and maintenance of NYPORTS.
       Utilization of the NYSDOH Project Management methodology and forms
for project documentation and communication with stakeholders.

Roles and responsibilities:  Consultant must convert the database from
Microsoft SQL Server to the DOH Oracle infrastructure include:
       Analyze existing database to prepare for transition from SQL Server
to Oracle;
       Design and develop new database model in Oracle including changes
based on best practices and normalization;
       Present database design to NYSDOH Database Administration managers
for review and approval;
       Develop Extract, Transform, and Load (ETL) process to convert and
load data from SQL Server into Oracle;
       Coordinate activities with Lead Developer/Analyst to ensure the
smooth transition and continuous functionality with the system before,
during and after conversion of the backend database from SQL server to
Oracle;
       Develop and implement Stored Procedures and other database coding to
support functionality of and integration with .Net software;
       Develop and/or modify technical and/or design specifications,
technical writing and documentation, including conceptual and physical
data models.

Duties:  Performs analysis and design of database(s), including data
analysis, data access, data structures, data manipulation, and
database(s) design, testing, implementation and administration.  The
consultant creates physical database model(s) and develops required
stored procedures to access database(s).  The consultant will be
available to assist and/or lead in the design of program
specifications and the implementation of software
