Minimum Eight (8) years experience of Oracle 10g/11g; AQL Server 2006; Visual Basic/.NET 2006; MS Access; COBOL/Mainframe programming; Client/Server Applications; 3270 Terminal Emulation; FTP; IIS7. Minimum Four (4) years experience with Project Management Methodology, Business Management and Team Management. DESIRABLE Experience Listed in order of importance: (add additional sheets if necessary): Experience working in/with government (Federal, State or City) social service agencies in complex IT environments. Tasks and Duties Selected candidate(s) will be assigned to execute following tasks under the OCSE System Administration project: Program management of all IT related projects including analysis and design, application and report development and hardware and network enhancement. Develop project plans for OCSE system initiatives, write up project charters, scope statements, milestones and deliverables. Monitor projects, report on results against project plans and conduct project change controls. Manage analysis and design and development teams in the full software development lifecycle. Lead gap analysis and recommend solutions to support emerging agency business needs. Act as liaison to City and State MIS managers to ensure hardware and networks meet agency needs. Manage local system administration to support City and State hardware and network solutions. Manage and direct efforts to plan and coordinate the identification, design, development and implementation of various operational tools which consist of supplemental systems applications, local databases, comprehensive tracking and reporting systems and other automated mechanisms created to support the operational functions of the program areas. Perform program analysis and deliver functional designs, detailed user and technical specifications, development and coordination of testing and implementation plans and the preparation of user manuals and guides to support over 900 staff members. Manage key projects and activities related to releases of new, modified and enhanced statewide software to support the various child support related supporting systems: CSMS, ASSETS, UCMS, ONYX and WMS. Participate and advise on matters of policy, procedures and long term strategies.
