*Purpose:*

The Prince George’s County Government, Department of Health has embarked
upon up grading its information systems as well as implementing new health
information technologies such as certified electronic medical and
behavioral health records, a health information exchange, on line case
management systems, integrated social networks, etc. in order to meet the
challenges of 21th century population health.

This Task Order is to seek an experienced contractor who can provide
various specialists in health information technology, who can advise,
assist and support the Health Department in the following areas:

1.      Public health information systems including analyzing requirements
for automated data processing systems and peripheral equipment.

2.      All aspects of developing, implementing and maintaining technology
initiatives within the organization,

3.      Assuring high performance, consistency, reliability and scalability
of all technology offerings.

4.      Maintaining existing enterprise systems, while providing direction
in all technology-related issues in support of information operations and
core public health department values

*Consultation:*

The selected contractor will serve as a primary subject matter expert for
Health Information Technology and Informatics. This contractor will serve
as the expert for electronic health records and associated clinical and
public health software and provides users and staff with consultative
support and education.

*Clinical:*

The contractor will exercise expertise in public health and clinical
operations, developing and/or overseeing the development of information
systems related to patient/client care, such as patient registries to allow
the Clinical Team to track management of patient illnesses; and developing
performance management tracking tools.

*Policy/Governance:*

The contractor will assist the County with obtaining and maintaining state
of the art knowledge of health care related information technology, the
clinical environment. The contractor will be a key resource in the
application of this knowledge to identify, propose, formulate and support
new or revised major administrative and clinical policies and directives
for clinical software packages in accordance with Federal, state and local
regulations for final approval by Health Department leadership.

*Technology and Data:*

As the Health Information Technology expert the contractor will be
responsible to

·         provide relevant clinical and/or administrative data to identify,
quantify and resolve organizational health information technology problems

·         integrate software applications for clinical services by: (1)
evaluating the unique needs of the specific clinical services in
conjunction with the capabilities of the software and coordinating any
required modifications; (2) reviewing the effectiveness of the systems and
procedures to assure optimum benefit to patient care and/or client
activities; and (3) troubleshooting when functionality is compromised by
determining the cause of and/or the solution to the problem.

·         use applicable software manager menu systems and tools,

·         develop, modify and test components specific to fields and data
that individualize/customize applications to user roles/needs while
maintaining integrity

·         provide for the maintenance and updating of site parameters to
ensure proper functioning of complex, interrelated and interdependent
software applications.

·         Use data bases and registries,

·         formulate tools to support patient/client care and ensure quality
management and clinical oversight.

·         effectively and efficiently manage multiple competing priorities.

*Human Factors:*

On an ongoing basis, the contractor provides suggestions and assists with
the implementation of improvements in the efficiency and effectiveness of
processes by utilizing knowledge of human factors, usability of redesigned
health information systems (i.e. software and hardware) and knowledge of
human physical and psychological barriers to usability.

*Scope of Work:*

A.    Provide consultation, advice and education to all levels of employees
including the highest levels of management, on methods and means to make
health care operations more effective and efficient.

a.       Integrates knowledge of clinical and information processes to
achieve successful adoption and application of new technologies to support
health care operations and systems; initiates, develops and executes
complex projects that support health care needs, collaborating effectively
in a lead role; assists clinical business end users in reengineering
business processes for clinical efficiency and documentation.

b.      Identifies end-user educational requirements and training needs;
develops educational programs and instructional materials and appropriate
tools to educate the users and support staff at all levels of the
organization, and trains others to deliver educational programs.

c.       Monitors end user satisfaction to drive enhancements and increase
performance. Examines the need for change throughout the organization,
determines what changes need to be aligned and how to do it, and leads or
participates on process improvement, root cause analysis and system
redesign teams.

B.     The incumbent will be responsible for extracting and analyzing data
to assess treatment impacts such as: clinical endpoints, health status
outcomes and utility estimates; estimated usage; characteristics of
treating designated populations; evaluating patterns of substitution
against other products such as resource impact assessments.

Actively participates in the development of clinical decision support
systems with the he Clinical Executive Board; program development vendors
using Commercial Off The Shelf Software (COTS) and decision support
systems; clinical informatics oversight committees; Clinical Practice
Guidelines Committee; others as may be decided locally.
