Functional Optimization (FO) Software Development Life Cycle (SDLC) Practices Review* Independent review of the Functional Optimization (FO) project’s adherence to the CalPERS Enterprise Solutions Development Division (ESDD) established SDLC methodologies, practices, processes, and procedures that includes the degree to which they are applied correctly, efficiently, consistently, and diligently and produce intended results. Processes for the review to include, but not limited to: • Pre-analysis activities • Requirements Analysis activities • Design activities • Development activities • Test activities • Release Planning, Management and Deployment *2. Functional Optimization (FO) Project Management Practices Review* Independent review of the FO project’s adherence to formalized project management processes and the degree to which processes are applied correctly, efficiently, consistently, and diligently and produce intended results. Processes for the review to include, but not limited to: • Project Planning and Tracking (Monitoring and Controlling) processes • Governance, Risk and Issue Management • Change Management • Communications Management and Status Reporting • Scope Management • Schedule Management • Budget Management • Quality Management (Planning, Control, Assurance, and Improvement) • Human Resources Management *3. Functional Optimization (FO) Observations, Findings, and Recommendations* Development of observations, findings, and recommended actions for all areas covered under the SDLC and Project Management reviews in terms of the degree and manner in which methodologies and processes are adhered to and applied correctly, efficiently, consistently, diligently, and produce intended results. *4. IT Project Oversight Framework Development* Evaluation of IT project oversight methodologies and practices in use currently at CalPERS and development of a formal IT Project Oversight Framework and processes. Activities to include, but not limited to development or modification of: • IT Project Oversight overall Framework (with graphical and narrative descriptions) • Project rating system with minimum required project management and governance practices • Criteria and methodology to determine the level and type of IT project oversight • Process flow for determination of level and type of IT project oversight recommended for projects • IT project oversight reporting, governance and communication requirements • IT Project Health Indicator methodology, and related governance, and risk practices Note: Full IT Project Oversight methodology and processes to support the framework will be developed as time and resources permit, once foundational components are completed.
