*The scope of Work:*

The Business Analyst (Contractor) shall support the Pension Solution
Business Lead and perform a myriad of business analysis tasks to ensure the
business requirements are met through design and testing for the Pension
Solution Project and other related project efforts.

The Contractor shall report directly to the Pension Solution Business Lead
or designee, and may be assigned to one or more teams/programs/projects
during the total services period.

All work will be performed primarily on-site at the CalSTRS headquarters
facility in West Sacramento, CA, unless pre-approved by CalSTRS management.

Transfer of knowledge to appropriate CalSTRS employees is required.



*Tasks/Deliverables*

The Contractors tasks may include, but are not limited to, the following:

1.      Assist in facilitating and documenting design items for quick
resolution.

2.      Review escalated Conversion items requiring business input when
issues arise and requiring a greater level of coordination.

3.      Ensure consistency in approach with Data Preparation and Pension
Solution projects which will require a greater level of coordination.

4.      Work with Subject Matter Experts (SMEs) to document Change Requests
(CRs) to ensure swift action/disposition of requests through the process.

5.      Ensure/document ties between Business Transformation and Pension
Solution projects to manage implementation and transition activities.

6.      Assist Business Core Team (BCT) to document process change to
Business Transformation, including new processes, changes, etc.

7.      Review all deliverables as planned requiring business inputs,
oversight or with business impact-research required-assessment of Request
for Proposals (RFPs), Requirements, Industry Standards, etc.

8.      Assist in developing focused communications with functional detail
from solution to manage stakeholders/communicate effectively (i.e., assist
Actuary with understanding the solution from an architectural/business
perspective through visual aids, walkthroughs, design documentation review).

9.      Schedule Management – monitor resource needs, work with Leads to
smooth resource allocations, review schedule, assist leads to adjust
schedule strategy and optimize resource allocations across tasks.

10.  Assist in building communications with design detail for use by
Business Transformation – which will require the review of technical
specifications/business rules and coordination with BCT/Leads.

11.  Collaborate with Pension Solution Leads for Design and Test to
coordinate with Business Lead and Business Management/staff for all
activities related to Soft Launch (work with Release management & test to
track and shift activities as releases are rolled out through main period
for FR1SL and beyond to ensure support for full employer adoption of new
system functionality).

12.  Create and manage tools to report status on all report
sources/units/contacts including:

a.       All status of technical readiness, implementation of system
enhancements, exit criteria for success.

b.      Detailed tracking and reporting tool and dashboard management view.

c.       Develop communications from release notes for constant updates to
internal/employers regarding system status.



13.  Document defects (PIRs) and assist with Jama test case plan population.

14.  Monitor defects, participate in daily triage meetings, report status
to management, and communicate information related to releases to
stakeholders in a timely manner.

15.  Perform regression test activities during periodic maintenance
releases.

16.  Conduct problem and impact assessment, gap analysis, process mapping,
rootcause analysis, risk analysis and requirements elicitation.

17.  Resolve issues by using strong analytical and technical skills to
address a variety of system related problems.

18.  Identify and clarify requirements using basic conceptual and logical
process and data modeling tools and techniques.

19.  Discuss proposed solutions with customers in a proactive/consultative
fashion.



*Key Personnel Required Skills:*

1        At least seven (7) years of experience within the last ten (10)
years working as a Business Analyst with large organizations, leading or
participating in the technical implementation of software, systems, and/or
applications automating complex business processes, performing the
following:

a.       Assessment of analysis scope and tasks

b.      Planning business analysis tasks

c.       Elicitation, definitions and documentation of various business,
user, and system requirements

d.      Analysis for business process improvement, application design and
workflow automation

e.       Modeling and documenting functional designs

f.       Modeling and documenting business processes

g.       Leading and working within cross-functional teams that include
business subject matter experts, application architects, developers, and
testers



2        At least seven (7) years of experience within the last ten (10)
years producing business analysis artifacts such as: (CalSTRS may request
related work samples during technical qualification review process.)

a.       Business requirements and business rules

b.      Functional requirements and/or functional specifications

c.       Non-functional requirements

d.      Stakeholder requests

e.       User interface design specifications

f.       Interface specifications

g.       Process flow diagrams

h.      As-is/To-be Business process documents

i.        Traceability matrices



3        At least three (3) years of experience using Application Lifecycle
Management tools such as HP ALM, Rational Requisite Pro, or Jama to
document functional and non-functional requirements, design specifications,
test cases and defects, and provide full traceability for projects.



*Key Personnel Desired Skills:*

1        Participation in the maintenance and operations of complex
Information Technology systems over the last ten (10) years of similar
scope as outlined in the Statement of Work.

2        Three (3) or more years of experience on a technology
software/application project that included infrastructure, network and
hardware/software components, and followed a formal system development life
cycle.

3        Knowledge of the business functions performed by pension
organizations similar to CalSTRS, including but not limited to:

a.       Pension Administration

b.      Financial/Accounting

c.       Public Retirement Benefits

d.      Information Technology



4        Experience working as a Business Analyst leading or participating
in the technical implementation of pension/retirement-related software
development projects.

5        Familiarity with the Sagitec solution, known as Neospin, and
previous experience working on a Neospin implementation.

6        Experience with pension industry commercial off the shelf (COTS)
products required for transformation project success, with preference for
knowledge with the Neospin framework.

7        Experience in coordinating with stakeholders of other government
agencies and third-party administrators.

8        Three (3) or more years coordinating multiple stakeholders and
business units.

9        A Bachelor degree from an accredited or government-sanctioned
college/university.
