I mean, COSE_key can hold public or private keys for any algorithm supported by 
COSE (with exception of HSS-LMS private keys).

HPKE does define format for its public and private keys.

[Hannes] That's true. The ESNI spec also defines a configuration format 
(ECHConfig). While ECHConfig does not include the private key, it can otherwise 
serve as a template for defining a format for configuring HPKE-needed 
information.
