Note that short string algorithm identifiers can be assigned for "the alg 
strings that represent a set of parameters that are intended to be used 
together", just as integers can be assigned for these for COSE.

Just remember that while such a string might be super annoying in JSON, in 
CBOR, it's gonna be an IANA assigned small integer.
