My goal with this document was to provide a HPKE-like capability that uses as many of the existing COSE data structures as possible. Others want to specify the conventions for using HPKE libraries, which will require new COSE structures. I see the benefits to both approaches, but I will not be contributing to the new direction for this document. When you make the update, please remove my name from the author list. Hopefully, one of the people that was a strong advocate for this direction will take that role for the revised document.
